She appears

"She appears at dusk on All Hallows Eve.
A spirit without rest, searches yet for the ones that betrayed her, the ones that doomed her.

Forgotten, she became cruel.

Any who encounters her will be driven to madness, or they shall suffer worse fates.
Save for the children, she would stay her vengeance against them.

No children can see her, except for those in transition between childhood and adulthood.
And even then, some of them would survive the encounters through the mercy of forgetfulness."
